Because the coating is too rigid for the timber underneath. Paddington's VJ walls and hardwood boards were milled between 1910 and 1940 and they still move with every wet season. A hard film bridges the gap in winter and splits in summer. We sand back to a firm edge, fill movement joints with a flexible sealant rather than a rigid filler, and use a coating with enough elasticity to move with the board.
Repainting in an existing colour scheme generally does not need approval. Changing the external colour on a character-protected home in Paddington can, and the rules cover the whole street frontage rather than just the facade. We will tell you where your property sits before you choose a palette, so a colour decision does not turn into a compliance problem halfway through the job.
